The main theme of the conference was the discussion of the issues of the UN Global Counter-Terrorism Strategy implementation, the development of international cooperation in the global security system, and the improvement of mechanisms to counter the challenges of international terrorism and related extremism.

The draft decision of the CSTO Collective Security Council on a typical bilateral intergovernmental agreement within the Organization on providing high-precision access to the GLONASS Russian global navigation satellite system was also considered.

It is planned to work out the issues of training and use of intelligence forces and means in the joint operation of the Collective Rapid Reaction Forces (CRRF) of the CSTO, practical actions of intelligence forces and means in the interests of localizing the border armed conflict in the East European CSTO Collective Security  Region.

The delegation of the Secretariat of the Collective Security Treaty Organization, headed by Valery Semerikov, was in New York from 24 to 27 September , 2019 at the invitation of the Secretary General of the United Nations, Antonio Guterres, in connected with participation in the events of the 74th session of the UN General Assembly.

CSTO Secretariat is a permanent working body of the Organization for the implementation of organizational, informational, analytical and consultative support of the activities of the bodies of the Organization.

The CSTO Secretariat includes the following main structural units:

1. Political Cooperation Department. Head of Department Koronevskiy Petr Arkadievich (Republic of Belarus)

2. Military Security Issues Department. Head of Department Davtyan Suren Ludvigovich (Republic of Armenia)

3. Challenges and Threats Counteraction Department. Head of Department Samakov Tynchtykbek Kalmurzayevich (Kyrgyz Republic)

4. Organizational and Planning Department. Head of Department Badalian Ara Genrikhovich (Republic of Armenia)

5. Administration Department. Head of Department Bulidorov Alexander Petrovich (Russian Federation)

Controls include departments and groups as needed.       

In addition, the Secretariat has units in charge of legal, financial, economic and other issues.             
The number of quota posts in the Secretariat is assigned to the CSTO member states in proportion to their contributions to the budget.             
The appointment of officials for quota posts of the Secretariat is carried out by the Secretary General on a rotational basis every three years, as advised by the CSTO member states.
