Secretary General of the Collective Security Treaty Organization MASADYKOV Talatbek

Talatbek Masadykov is a politician and a diplomat. He was born in 1961 in the village of Besh-Kungey, Alamedin District, Kyrgyz SSR (now Alamudun District, Chui Region, Kyrgyz Republic).

In 1984, T.Masadykov graduated from the Moscow State Institute of International Relations with a Master’s degree in diplomacy and international relations. From 1988 to 1991, he studied full-time as a PhD student at the Institute of Asian and African Studies at the Lomonosov Moscow State University at the Department of Iranian Philology and defended his thesis on Afghan literature (he holds a PhD in Philology).

1987–1988: Worked as a part of the group of Soviet advisers to the Academy of Sciences and the Ministry of Tribal and Border Affairs of Afghanistan.

1995–1996: T.Masadykov was a member of the Kyrgyz Government, serving as the Deputy Director General of the State Committee for Foreign Investments and Economic Assistance of the Kyrgyz Republic.

T.Masadykov worked for the UN for more than 12 years. In June 2002, he began working as a political affairs officer to the United Nations Assistance Mission to Afghanistan (UNAMA); He served as the Head of UNAMA Regional Offices in the southeastern and southern regions of Afghanistan; he was Chief Political affairs officer to the UNAMA; he served as the Political Director to the UNAMA.

From 2015 to 2021, T.Masadykov worked as a consultant and expert on international relations, regional and international security, and was engaged in research and analytical activities for government and non-government organizations.  

In 2016, he worked as a visiting professor at the Tokyo State University, Japan.

2024–2025: T.Masadykov was an honorary professor at the Shanghai University of Law and Political Sciences. Since 2025, he has been an honorary professor at Shandong University.

In 2021, T.Masadykov was appointed as the Deputy Chairman of the Security Council of the Kyrgyz Republic. From 2022, he served as the Special Representative of the President of the Kyrgyz Republic for Special Assignments.

In January 2024, he was appointed as the Deputy Secretary General of the Collective Security Treaty Organization (CSTO).

From February 2024, T.Masadykov served as the Special Representative of the CSTO Secretary General on Peacekeeping Issues.

By the decision of the Collective Security Council of the CSTO on November 27, 2025, he was appointed as the Secretary General of the Collective Security Treaty Organization for a three-year term (from January 1, 2026, to December 31, 2028).

T.Masadykov holds the diplomatic rank of the Ambassador Extraordinary and Plenipotentiary. 

He is fluent in Kyrgyz, Russian, English, and Pashto languages.

T.Masadykov is married and has two sons, a daughter, and three grandchildren.
