On 25 July 2024, staff of the CSTO Secretariat met with graduates of Central Asian universities in the fields of “International relations” and “Regional studies” who are participating in the International School of Diplomacy and are in Moscow at the invitation of the Autonomous Nonprofit Organization ‘National Research Institute for the Development of Communications’ and the Centre for International Strategic Studies of the Diplomatic Academy of the Russian Ministry of Foreign Affairs.
Allow me to thank the Russian presidency of the United Nations Security Council for the invitation to take part in the debate on the interaction between the United Nations and regional organizations - the CSTO, the CIS and the SCO.
I highly appreciate my participation in the meeting of the main body of the World Organization responsible for maintaining global peace and international security. I am convinced that today's debate will contribute to the development of new, additional mechanisms for United Nations cooperation with the CSTO, the CIS and the SCO - the leading regional organizations operating in the Eurasian security space.
The CSTO Secretary General Imangali Tasmagambetov took part in the debate on “UN cooperation with regional organizations: the CSTO, the CIS and the SCO” held on 19 July 2024 at the UN Security Council.
Imangali Tasmagambetov, the Collective Security Treaty Organization Secretary General, told BELTA news agency correspondent whether the CSTO sought to become a counterweight to NATO, the situation in the East European region of collective security, the role of Belarus in the organization, and what initiative of the President of Belarus had become important and timely for the CSTO.
The heads of the special police units of the CSTO member states and the Rosgvardia allocated to the CSTO Peacekeeping Forces in Yekaterinburg held a training and methodical gathering as part of the exercise “The Indestructible Brotherhood -2018”

During the gathering, the special unit commanders exchanged experience of participation in international peacekeeping missions, discussed improving the training methods for police units, as well as developing common approaches and views on the use of special police units and Rosgvardia of the CSTO member states as part of the Collective Peacekeeping Forces - combat (operational-service) tasks.
The Deputy Secretary General of the CSTO, Piotr Tsikhanouski, in his speech to the participants of the meeting, noted that such an event was held for the first time. “This is a new page in the history of the CSTO. The composition of the Collective Peacekeeping Forces of the CSTO on the “Indestructible Brotherhood - 2018” exercise includes various units - military, police, Rosgvardiya, and the Ministry of Emergency Situations, as well as observers from international organizations such as the UN International Committee of the Red Cross. Here at the assembly you are the commanding staff of special units. We believe that today it is the main contingent that is primarily in demand in peacekeeping operations conducted under the auspices of the UN Security Council, ”said the Deputy Secretary General of the CSTO.
The military adviser, the UN Assistant Secretary General for Peacekeeping Operations, Lieutenant General Carlos Umberto Loyta (Uruguay), who arrived in the Sverdlovsk region and the city of Yekaterinburg to observe the active phase of the “Indestructible Brotherhood - 2018” exercise, participated in the training camp.
He said that the interaction between the two international organizations - the UN and the CSTO in the field of peacemaking is developing and now requires the development of joint legislative, logistical and operational bases; a “Road Map” has already been prepared. “We are ready to provide expert advice in this direction, based on practical activities. And we are ready to work with the CSTO in various models of partnership in such an important area as peacemaking, ”said Carlos Lloth.
Deputy Secretary General of the CSTO Piotr Tsikhanouski noted that the colleagues from the UN are great specialists in the field of peacekeeping operations, their military and police component and have extensive practical experience. He suggested that the participants in the gathering should not miss the opportunity to get answers from the UN specialists to all their questions.
The interaction of the commanding staff of the special units of the Ministry of Internal Affairs (Police / Rosgvardia) of the CSTO member states and the specialists of the UN peacekeeping operations in the form of a “round table” was the final event of the training and methodological gathering.
A joint exercise with the CSTO “Indestructible Brotherhood-2018” peacekeeping forces takes place in the Sverdlovsk region from October 30 to November 2. The exercise involves military contingents from six CSTO member states, operational teams of the Joint Staff and the CSTO Secretariat, the Rosgvardiya, police (police) forces and Civil Defense and Emergencies.
