CSTO Deputy Secretary General Valery Semerikov held a meeting at the Organization’s Secretariat with a delegation of the Monitoring Team of the UN Security Council Sanctions Committees 1267/1989/2253 concerning ISIL and Al-Qaeda and 1988 concerning the Taliban Movement United Nations Security Council.
A working meeting was held between the CSTO Secretary General Talatbek Masadykov and Head of the Center for Scientific and Analytical Information of the Institute of Oriental Studies of the Russian Academy of Sciences, Doctor of Political Sciences Nikolay Plotnikov.
On May 7, the CSTO Secretary General Talatbek Masadykov held a working meeting in Moscow at the CSTO Joint Staff aimed at improving issues related to crisis response and expert cooperation.
On May 6, 2026, a meeting was held at the CSTO Secretariat between the CSTO Secretary General Talatbek Masadykovand newly appointed Permanent and Plenipotentiary Representative of the Republic of Belarus to the CSTO Vladimir Bespaly.
The CSTO Secretariat has discussed measures to counteract crimes in the sphere of information technologies

On 19 March 2025, in the CSTO Secretariat, a meeting of the heads and plenipotentiary representatives of the heads of the national headquarters for the Collective Security Treaty Organization's permanent operation to combat crimes in the field of information technology (Operation “PROXY”) was held under the chairmanship of Valery Semerikov, the CSTO Deputy Secretary General. The event was also attended by delegations of representatives of the national authorized bodies in charge of combating crimes in the sphere of information technology of the CSTO member states.
Valery Semerikov, the CSTO Deputy Secretary General, opened the meeting and addressed the participants. “In 2024, despite the difficult situation and the increasing scale of unlawful actions against our states, the units of authorized and coordinating structures, which are part of the national headquarters of Operation “PROXY”, solved complex, non-standard operational tasks, covered the information space, actively fought cyberterrorism and organized crime, drug trafficking, extremism and illegal migration - carried out through information technologies. The set of planned activities has been generally fulfilled. Employees of law enforcement agencies, special services and law enforcement agencies, specialized ministries and departments of the Organization's member states directly involved in measures to counter crimes in the field of information technologies acted effectively and professionally,” V.A. Semerikov noted in his speech.
During the meeting, the heads and authorized representatives of the national headquarters for the operation discussed its results for 2024 and, taking into account the priorities of the Kyrgyz Republic for the period of its chairmanship of the CSTO, identified priority areas for focusing collective efforts to counter criminal manifestations in the field of information technology in the current year and in the future.
The main efforts of the CSTO member states in 2025 will be aimed at countering:
– use of the Internet to disseminate information that causes political damage to national and allied interests, destabilization of the internal political situation, and incitement of interethnic and religious discord;
– activities of criminal groups of terrorist and extremist orientation and the dissemination of information, including on the Internet, related to the involvement of citizens of member states of the Organization in armed conflicts and in terrorist and extremist organizations;
– Illegal drug trafficking activities carried out through the use of information and communication technologies and the Internet;
– the commission of electronic fraud.
The meeting participants unequivocally noted that Operation “PROXY” remained an effective instrument of collective cooperation and is aimed at strengthening the collective security of the CSTO member states.
