The Protocol amending the Agreement on Cooperation of the CSTO Member States in the Field of Transportation of Military and Other Formations, Their Movable Property, as well as Military Products, and the Protocol amending the Agreement on the Status of Formations of Forces and Means of the CSTO Collective Security System, signed during the session of the CSTO Collective Security Council in Astana on 28 November 2024, have entered into force.

On 3 April 2025, the Kyrgyz Republic hosted a meeting of the Working Group of the Coordination Council of Heads of Competent Authorities for Countering Illicit Drug Trafficking of Member States of the Collective Security Treaty Organization with the participation of representatives of anti-drug units, customs and border services, financial intelligence agencies of the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan.

Ulanbek Sultanov, Head of the CNS, made a welcoming speech and noted that in accordance with the priorities of the Kyrgyz Republic's chairmanship, announced by President Sadyr Japarov at the session of the CSTO Collective Security Council on November 28 in Astana, a number of anti-drug activities were planned to be carried out on the territory of Kyrgyzstan. Particular attention will be paid to taking active measures to combat modern challenges and threats related to drug trafficking, implementing joint initiatives within the Organization and ensuring all necessary conditions for the effective implementation of the tasks set.

The participants of the Working Group headed by Boris Yakovchenko, Deputy Head of the Main Department for Drug Control of the Ministry of Internal Affairs of Russia, discussed trends in the drug situation in the CSTO member states, preparation for the sub-regional anti-drug operation “Channel - Mountain Outpost”, the draft Anti-Drug Strategy of the CSTO member states for 2026-2030, and agreed to conduct large-scale international anti-drug operations aimed at identifying and eliminating financial flows related to drug trafficking.

During the meeting, the draft Memorandum on interaction and cooperation between the Committee of Heads of Law Enforcement Units of the Council of Heads of Customs Services of the CIS Member States and the Coordination Council of Heads of Competent Bodies on Countering Illicit Drug Trafficking of the CSTO Member States was reviewed, and the issues of conducting joint activities to prevent drug use and involvement in drug crime, especially among young people, were discussed. In addition, the Kyrgyz side shared its experience in organizing work to counter drug trafficking.

The meeting participants expressed their conviction that the joint efforts of CSTO member states and specialized international organizations would significantly contribute to eliminating the threat of the spread of drugs, including synthetic drugs, and ensuring stability and security in the CSTO area of responsibility.
