On November 26 and 27, 2025, Minsk hosted the International Military Scientific Conference “Applied Aspects of Scientific Activity in the Field of State Defense and Security” organized by the Research Institute of the Armed Forces of the Ministry of Defense of the Republic of Belarus. The event was attended by representatives of the CSTO Secretariat, the Executive Committee and Secretariat of the CIS CMD, a UN Special Rapporteur, delegations from the defense ministries of CSTO member states and a number of other countries.

With the assistance of the Secretariat of the Collective Security Treaty Organization, a Conceptual Analytical Report entitled “The Great Eurasian Partnership: Shared Responsibility for a Secure Future” has been prepared. The document is intended to serve as a basis for broad expert and political discussion on the formation of a sustainable and equitable security and development architecture in Eurasia.

The Secretary General summarized the results of the Collective Security Council (CSC) meeting attended by the heads of member states and presented a detailed report on the Organization's activities over the past three years.

On November 27, in Bishkek, a joint meeting of the Council of Foreign Ministers (CFM), the Council of Defense Ministers (CDM), and the Committee of Security Council Secretaries (CSSC) of the Collective Security Treaty Organization was held, chaired by the Kyrgyz side. The event was attended by the CSTO Secretary General Imangali Tasmagambetov and the CSTO Joint Staff Chief Colonel General Andrei Serdyukov.

The first.

The CSTO cooperation with interested countries and international organizations active in the security sphere:
- maintaining the established interaction with the UN and its structures on the basis of the Joint Declaration on Cooperation between the CSTO and UN Secretariats of 18 March 2010;
- deepening cooperation with the CIS and the SCO as part of the implementation of the "Practical Measures to Strengthen CSTO Cooperation with the CIS and the SCO" approved by the CSTO CSC decision of 23 November 2022.

The second.

Interaction on military cooperation:
- improvement of the Organization’s regulatory and legal framework for ensuring the operational deployment of the CSTO Troops (Collective Forces), including the unimpeded (non-stop) transit of contingents, military aviation flights and other aspects;
- development of the military training system and the military-scientific potential of the CSTO member states by involving the CSTO basic organizations in improving the military training system (training programs, conducting (including online) courses, trainings, mutual exchange of teaching staff);
- development of the CSTO's peacekeeping potential and intensification of the activities of the Special Representative of the CSTO Secretary General for Peacekeeping.

The third.

Developing cooperation to counter international terrorism and extremism:
- improvement of the anti-terrorist component of the collective security system through the implementation of joint measures to prevent citizens of the CSTO member states from travelling abroad to participate in terrorist activities, as well as a mechanism of action to search for, detain and extradite persons involved in the commission of terrorist and extremist offences;
- intensification of the activities of the Working Group of Experts on Combating Terrorism and Extremism under the CSTO Committee of Secretaries of Security Councils.

The fourth.

Countering illicit trafficking in narcotic drugs and psychotropic substances:
- carrying out joint measures to protect the territories of the CSTO member states from the illegal importation of narcotic drugs and psychotropic substances;
- development of practical cooperation within the framework of the Coordination Council of the Heads of the Competent Authorities for Countering Illicit Drug Trafficking of the CSTO member states.

The fifth.

Combating illicit arms trafficking and organized transnational crime:
- strengthening cooperation in countering illicit trafficking in arms, ammunition and organized transnational crime;
- working on the issue of carrying out specialized operational, preventive and special CSTO measures to combat illicit arms trafficking and organized transnational crime.

The sixth.

Deepening cooperation on disaster management:
- development of practical cooperation among the CSTO member states in the field of prevention and elimination of the consequences of emergency situations in the CSTO area of responsibility;
- improving the level of readiness and efficiency of rescue teams of the CSTO member states to deal with natural and man-made emergencies;
- further deepening cooperation within the CSTO Coordination Council for Emergency Situations.

The seven.

Countering information technology offences:
- further improvement of measures aimed at countering information technology offences;
- development of cooperation within the framework of the permanent operation aimed at countering information technology crimes "PROXY".
