The ratification procedure of four Protocols on amendments to the Collective Security Treaty document, the CSTO Charter and the Agreement on the Legal Status of the Collective Security Treaty Organization has been completed by all CSTO member states:

- The Second Protocol on Amendments to the Collective Security Treaty of May 15, 1992;

- The Second Protocol on Amendments to the Agreement on the Legal Status of the Collective Security Treaty Organization of October 7, 2002;

- The Second and the Third Protocols on Amendments to the CSTO Charter.

These documents were signed on November 8, 2018, in Astana (now - Nur-Sultan) and they provide, in particular, regulatory and legal changes regarding the composition of the Collective Security Council and the legal status of the CSTO Deputy Secretaries General.

In order to further develop cooperation with states that are not members of the Organization and international organizations, the Third Protocol on Amendments to the Charter of the Collective Security Treaty Organization establishes the legal basis for granting the statuses of the Observer to the CSTO and the Partner of the Organization.

The protocols shall enter into force on January 19, 2021.
