The CSTO Secretariat held consultations on topical issues of arms control
On February 21, 2023, in Moscow, the CSTO Secretariat held consultations on "Current Issues of Arms Control, Disarmament and Nonproliferation", chaired by the Republic of Belarus, in accordance with the Plan of consultations of representatives of the Collective Security Treaty Organization member states on foreign policy, defense and security issues for 2022 - 2024.
The event was attended by delegations from foreign ministries, permanent and plenipotentiary representatives of member states to the CSTO, the CSTO Deputy Secretary General Samat Ordabaev and the CSTO Secretariat members.
Participants of consultations have discussed at length the situation in the Nuclear Non-Proliferation Treaty review process, interaction on the issues of the Arms Control, Disarmament and Nonproliferation in the UN multilateral platforms and prevention of the arms race in outer space, the situation in the Organization for the prohibition of chemical weapons and the Biological and Toxin Weapons Convention, and in the OSCE Forum for Security Cooperation and the "structured dialogue" on threats to security in the OSCE region.
It was emphasized that the issue of the Arms Control, Disarmament and Nonproliferation was an important area of coordination of foreign policy activities of the CSTO member states, which affected the strategic interests of ensuring global and regional security and stability. The parties expressed interest in preserving and strengthening the integrity of the international legal and treaty base in the field of the Arms Control, Disarmament and Nonproliferation. The importance of intensifying concerted efforts to prevent its dismantling was noted.
Participants of the consultations stressed that the tense military-political situation and lack of progress on the most important issues of the strategic security agenda necessitated collective steps of the CSTO member states in the field of the Arms Control, Disarmament and Nonproliferation.
During the discussion of European security issues, it was noted that there was a need to continue discussions in the format of the OSCE Forum for Security Cooperation and to resume the work of the "structured dialogue" on threats to security in the OSCE region. The parties also emphasized the importance of the basic provisions on the indivisibility of security and the non-alternative option of resolving conflicts peacefully through negotiations within agreed formats, including those contained in the Istanbul Document 1999 and the Astana Declaration of 2010, adopted at the OSCE Summits.
Participants of the consultations have confirmed their interest in regularly reconciling the positions of CSTO member states on the issues of the Arms Control, Disarmament and Nonproliferation and coordinating their approaches and actions at specialized international platforms in the interests of peace and security.
