On June 23, 2026, a ceremonial event was held at the Advanced Training Institute of the Ministry of Internal Affairs of the Russian Federation to mark the 20th anniversary of the CSTO Collective Security Council's decision granting the Institute the status of the Basic Educational Institution for Continuing Professional Education of law enforcement and special service personnel of the CSTO member states in the fields of counterterrorism, combating extremism, illicit drug trafficking, illegal migration, and other forms of transnational organized crime, as well as for the training of specialists for peacekeeping missions and teaching staff of educational institutions.

The CSTO Deputy Secretary General Takhir Khayrulloyev had a meeting with the leadership of the Regional Delegation of the International Committee of the Red Cross 03.03.2021

On March 3, 2021, the CSTO Secretariat (Moscow) hosted a working meeting between the CSTO Deputy Secretary General Takhir Khayrulloyev and the Deputy Head of the Regional Delegation of the International Committee of the Red Cross (ICRC) in the Russian Federation, the Republic of Belarus and the Republic of Moldova, Francisco Javier Sepero Garcia.

The parties discussed issues related to the implementation of “The Plan of cooperation the CSTO and the ICRC between the CSTO Secretariat and the ICRC Regional Delegation in the Russian Federation, the Republic of Belarus and the Republic of Moldova for 2021”, as well as issues of developing cooperation between the CSTO and the ICRC of mutual interest.

T. Khayrulloyev and S. Garcia clarified the formats of the joint events of the CSTO and the ICRC planned in 2021 and the time frame. At the same time, an exchange of views took place and mutual understanding was reached on the procedure for interaction on the preparation of the VII High-level Coordination Meeting between the CSTO and the ICRC (Geneva).

In addition, the issue of working out the possibility of the ICRC's participation in joint trainings with the CSTO Peacekeeping Forces "Indestructible Brotherhood - 2021" in the Russian Federation and with the Collective Rapid Reaction Forces of the CSTO "Interaction - 2021" in the territory of the Republic of Tajikistan was also raised.

An important result of the meeting was the confirmation of mutual interest in the development of cooperation in key areas of international humanitarian law.
