On behalf of the Secretariat of the Collective Security Treaty Organization, I welcome the organizers and participants of the thirteenth meeting of the secretaries of the security councils of the member states of the Commonwealth of Independent States.
On October 31, 2025, in Astana, the CSTO Secretary General Imangali Tasmagambetov met with the President of the Republic of Kazakhstan Kassym-Jomart Tokayev.
During his visit to the Republic of Tajikistan, the Secretary General of the Collective Security Treaty Organization (CSTO) Imangali Tasmagambetov was received by the President of the Republic of Tajikistan Emomali Rahmon.
On October 29, 2025, a working session on “Prospects for collective security in Eurasia: The CSTO area of responsibility as a space for dialogue” was held in the Belarusian capital as part of the III Minsk International Conference on Eurasian Security. It was attended by representatives of expert communities from the CSTO member states, Uzbekistan, India, Vietnam, and a number of other countries.

An exchange of views took place on topical security issues and increasing the efficiency of the CSTO, practical aspects of strengthening interaction between member states in the format of the Organization and in the international arena, on cooperation between the CSTO and the UN, including within the framework of peacekeeping activities under the auspices of the UN. Jean-Paul Lacroix, the UN Deputy Secretary General for Peacekeeping Operations, addressed the CSTO Ministerial Council members with a video message.
Chairman of the CSTO Council of Foreign Ministers Sergey Lavrov informed his colleagues about the results of the Russian chairmanship in the Organization in 2019-2020.
The ministers presented assessments of the state and prospects for the development of the international and regional situation and its impact on stability in the CSTO space.
A number of documents and political statements were approved, which will be submitted for consideration and approval to the heads of the CSTO member states in the course of the upcoming on December 2, this year, sessions of the Organization's Collective Security Council, including the draft Declaration of the Collective Security Council and the Statement on the formation of a just and sustainable world order.
At ministerial level of the CSTO member states, a Joint Statement "On the Occasion of the 75th Anniversary of the End of the World War II" and A Joint Statement a Joint Statement of the Ministers of Foreign Affairs of the CSTO member states "On the Situation in Afghanistan" were adopted.
The Minister of Foreign Affairs of the Republic of Tajikistan, Sirojiddin Mukhriddin, presented the priority directions of the Organization's activities during the chairmanship of the Republic of Tajikistan in the CSTO (in the course of the session of the CSTO Collective Security Council on December 2, this year, the rotation of the chairmanship is transferred from Russia to the Republic of Tajikistan).
The next meeting of the CSTO Council of Foreign Ministers is planned to be held in May 2021 in Dushanbe.
