On June 10, 2026, a regular meeting of the CSTO Council of Foreign Ministers was held in Kazan (Russian Federation) under the chairmanship of the Russian side, with the participation of CSTO Secretary General Talatbek Masadykov. CIS Deputy Secretary General Denis Trefilov and SCO Deputy Secretary General Oleg Kopylov were also invited to attend the meeting.
On June 9, 2026, a delegation of the Secretariat of the Collective Security Treaty Organization, headed by CSTO Deputy Secretary General Valery Semerikov, took part in the 19th Meeting of Heads of Lead Counter-Terrorism Units of the Competent Authorities of the CIS Member States and Heads of National Structures Responsible for Coordinating Counter-Terrorism and Counter-Extremism Activities. The event was organized by the Anti-Terrorism Center of the CIS Member States.
A working meeting between CSTO Secretary General Talatbek Masadykov and Director of the Institute of China and Contemporary Asia of the Russian Academy of Sciences Kirill Babaev was held at the Secretariat of the Collective Security Treaty Organization.
From June 2 to 4, the Republic of Belarus hosted the second staff talks on the organization and conduct of the CSTO Peacekeeping Forces command-and-staff exercise “Indestructible Brotherhood 2026” and the special exercise “Barrier 2026” involving the CSTO Joint CBRN Protection and Medical Support Formation.
The 14th meeting of the CSTO Coordination Council for Emergency Situations was held under the chairmanship of the Republic of Belarus

On 5 September 2023, in Minsk, under the chairmanship of Vadim Sinyavsky, Minister for Emergency Situations of the Republic of Belarus, the 14th meeting of the CSTO Coordination Council for Emergency Situations was held. The meeting was attended by the Minister for Emergency Situations of the Republic of Kazakhstan, Syrym Sharipkhanov; the Minister for Emergency Situations of the Kyrgyz Republic, Boobek Azhikeev; the Minister for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters of Russia, Alexander Kurenkov; the Chairman of the Committee for Emergency Situations and Civil Defense of the Republic of Tajikistan, Rustam Nazarzoda; and the Deputy Secretary General of the Collective Security Treaty Organization, Valery Semerikov.
The agenda of the meeting included a wide range of issues aimed at strengthening the mechanisms of interaction on disaster management under the auspices of the Organization.
Within the framework of the Chairmanship of the Republic of Belarus, the Minister for Emergency Situations of the Republic of Belarus, Vadim Sinyavsky, presented information on the effectiveness of the implementation of the decisions adopted during the 13th meeting.
"Such a council is held at least once a year under a regulation approved by the CSTO Collective Security Forces Council. We plan work for the next year and summarize the results of the past year. It is characteristic of the Belarusian chairmanship in the organization that we wanted to unite rescue agencies for the benefit of saving human lives. I believe that we have succeeded in this. We have successfully implemented all the planned activities," Vadim Sinyavsky said.
The meeting participants summarized the results of the special training "Rock-2023" for rescue units of the CSTO member states and also discussed plans for joint activities. Taking into account the positive experience of the Russian Federation in conducting the “Safe Arctic-2023” experimental research trainings, the possibility of participation by representatives of the rescue agencies of the CSTO member states in the “Safe Arctic-2025” trainings was considered.
The parties supported the initiative to hold an international competition of gas-fire-fighting service units in 2024 in Moscow with the participation of representatives of the fire and rescue departments of the CSTO member states.
During the 14th meeting of the CCES, special attention was paid to the issues of scientific and technical support of activities in the field of protection of population and territories from emergencies and ensuring multi-level specialized training of personnel.
In accordance with the Regulations on the CSTO Coordination Council for Emergency Situations, the chairmanship of the Council for 2024 passes to the Republic of Kazakhstan.
The Coordination Council for Emergency Situations of rescue units of the CSTO member states was established in accordance with the decision of the CSTO Collective Security Council of 6 October 2007 in order to create a coordinated system of response to complex emergencies.
The members of the CSTO CCES are the heads of the authorized bodies in the field of prevention and elimination of emergency situations.
In view of the chairmanship of the Republic of Belarus in the Collective Security Treaty Organization in 2023, the Minister for Emergency Situations of the Republic of Belarus, Vadim Sinyavsky, has been elected Chairman of the Coordination Council this year. Next year, the chairmanship will be handed over to the Republic of Kazakhstan.
