On 25 July 2024, staff of the CSTO Secretariat met with graduates of Central Asian universities in the fields of “International relations” and “Regional studies” who are participating in the International School of Diplomacy and are in Moscow at the invitation of the Autonomous Nonprofit Organization ‘National Research Institute for the Development of Communications’ and the Centre for International Strategic Studies of the Diplomatic Academy of the Russian Ministry of Foreign Affairs.

Allow me to thank the Russian presidency of the United Nations Security Council for the invitation to take part in the debate on the interaction between the United Nations and regional organizations - the CSTO, the CIS and the SCO.

I highly appreciate my participation in the meeting of the main body of the World Organization responsible for maintaining global peace and international security. I am convinced that today's debate will contribute to the development of new, additional mechanisms for United Nations cooperation with the CSTO, the CIS and the SCO - the leading regional organizations operating in the Eurasian security space.

Imangali Tasmagambetov, the Collective Security Treaty Organization Secretary General, told BELTA news agency correspondent whether the CSTO sought to become a counterweight to NATO, the situation in the East European region of collective security, the role of Belarus in the organization, and what initiative of the President of Belarus had become important and timely for the CSTO.

On March 6 this year, in Moscow, the CSTO Secretary General Imangali Tasmagambetov met with the Director of the Federal Financial Monitoring Service, Yuri Chikhanchin.

Y.Chikhanchin and I.Tasmagambetov have discussed international cooperation in combating trans-border crime, including the financing of terrorism and extremism, money laundering, illegal migration, cybercrime and drug trafficking.

It was noted that the CSTO, together with the Eurasian Group on Combating Money Laundering and Financing of Terrorism and the Council of Heads of Financial Intelligence Units of the member states of the Commonwealth of Independent States made a significant contribution to combating illicit manifestations at the supranational level.

"The Council brings together the efforts of the CIS financial intelligence units to integrate with the activities of the CSTO in order to increase the effectiveness of the implementation of the anti-drug operation “Channel”. Last year alone, Rosfinmonitoring's analysts detected financial transactions, presumably connected with the legalization of drug proceeds, worth more than 280 million rubles," Yuri Chikhanchin noted.

Imangali Tasmagambetov noted the fruitful joint work of the CSTO and Rosfinmonitoring, aimed at combating crimes in the field of high technology, ensuring information security of the CSTO member states. "According to the results of combating money laundering, more than 950 information resources were suspended in 2022 and more than a thousand criminal cases were initiated", - the CSTO Secretary General noted.

The Director of the Federal Financial Monitoring Service and the CSTO Secretary General expressed confidence that the relationship between the Federal Financial Monitoring Service and the CSTO would continue to be based on a constructive, trusting dialogue and aim at expanding the scope of joint work.
