On 20 April 2026, a meeting of the Council of the CSTO Parliamentary Assembly was held in Moscow under the chairmanship of the Russian side. During the meeting, CSTO Secretary General Talatbek Masadykov delivered a report entitled “On the progress in implementing the decisions of the November (2025) session of the CSTO Collective Security Council and measures taken to counter challenges and threats to collective security.”

On 17 April 2026, the 17th meeting of the Working Group under the CSTO Committee of Secretaries of Security Councils on information security was held in Moscow, with the participation of delegations of representatives of national coordinating and competent authorities on information security, as well as experts and specialists from relevant national structures and agencies of the Organization’s member states.

On 16 April 2026, the 21st meeting of the Council of the CSTO Consultative Coordination Center for Computer Incident Response (CCC CSTO) was held in Moscow, with the participation of delegations of representatives of national competent authorities for computer incident response of the Organization’s member states, as well as a delegation of the CSTO Secretariat headed by Umarzoda Umar Safar, Head of the Countering Challenges and Threats Department of the CSTO Secretariat.

On 17 April, the annual training courses for representatives of the CSTO member states who do not have the status of military personnel were completed at the CSTO Secretariat.

Today in the Kyrgyz Republic at the Edelweiss training range, the opening ceremony of the “Interaction-2024” command-staff training with the CSTO Collective Rapid Reaction Forces, as well as the “Search-2024” and “Echelon-2024” special trainings took place.

The Battle Banners of the 8th Guards Motorized Rezhitsky Division of the Order of Lenin, Red Bannered, Order of Suvorov Division named after I.V. Panfilov were brought to the formation ground, where the contingents participating in the training were lined up, which were then carried in unison with the flags of the Organization and the states.

The ceremony was attended by Lieutenant General Baktybek Bekbolotov, Minister of Defense of the Kyrgyz Republic; Taalatbek Masadykov, Deputy Secretary General of the Collective Security Treaty Organization; Colonel General Andrei Serdyukov, Chief of the CSTO Joint Staff; Major General Pavel Muraveiko, Chief of the General Staff of the Armed Forces - First Deputy Minister of Defense of the Republic of Belarus; Major General Andrei Marushkin, Deputy Head of the Operational Planning Department of the Ministry of Defense of the Republic of Kazakhstan, Commander of the 201st Gatchina Order of Zhukov twice Red Banner Russian military base; Colonel Rustam Khotamzoda, Deputy Commander of the Mobile Troops of the Armed Forces of the Republic of Tajikistan, and other invitees took part in the ceremony.

Lieutenant General Baktybek Bekbolotov, Minister of Defense of the Kyrgyz Republic, speaking at the ceremony, said: “In our dynamically changing world, security is becoming a matter of paramount importance, and this requires from us new approaches, effective coordination and clear solutions.

Today, against the background of an aggravating international situation, geopolitical and geo-economic turbulence is having a negative impact on the security of the CSTO member states. Our countries have become direct participants in the shift of power in the world that has begun. Terrorist, separatist and extremist forces have become a serious problem for us. The main threat to the countries of the Central Asian region is the flow of radical groups from the Middle East to the region's borders. We realize that the guarantor of our common security against global challenges and threats is the people of Central Asia themselves and our security forces. But in the presence of a global threat, the efforts of one country are not enough. That is why there are regional organizations, and in our case the CSTO is the main one.

At the present stage, it is important for the CSTO member states to draw the right lesson from the crises that are taking place in the world and to constantly find any opportunities to reconcile positions and agree on joint steps to combat modern challenges and threats.

In view of the current realities, the forthcoming training is becoming more and more meaningful, and we need not just to maintain the current cooperation, but also to steadily increase it in the area of military relations.

This training will not only raise the level of unit coherence and strengthen the combat commonwealth, but will also demonstrate to the international community the unity of views of the leadership of our states on emerging threats.

The Kyrgyz Republic has always strived to be an active participant in international initiatives to strengthen security and today's training is a vivid example of our common desire for peace and stability.

Allow me to express confidence that the upcoming training will be another step towards strengthening regional security and through joint efforts we will accomplish our tasks”.

Addressing the training participants, the CSTO Deputy Secretary General Taalatbek Masadykov, in particular, said: “The trainings are beginning in a complex international environment. New hotbeds of tension are emerging in various regions of the world and old ones are escalating.

The main threat to the states of the Central Asian region is the real possibility of radical extremist groups flowing from the Middle East to the southern borders of the states of the region. Under these conditions, the successful accomplishment of combat tasks requires clear cooperation between the armed forces and other security structures of the states and the CSTO Troops (Collective Forces).

The CSTO Collective Rapid Reaction Forces are component of the permanent readiness of the forces and means of the collective security system and, together with units of the Armed Forces and other security agencies of the Kyrgyz Republic, must be ready to repel an armed attack by illegal armed groups in any situation.

The forthcoming trainings are aimed at harmonizing command and control bodies, improving the practical skills of commanders and staffs in preparing and conducting a joint operation, as well as the combat skills, professionalism and field training of the personnel of the national contingents.

I express confidence that the trainings will serve to further improve and increase the readiness of the Collective Forces to carry out their earmarked tasks and will be held at a high methodological and organizational level”.

Colonel General Andrei Serdyukov, Chief of the CSTO Joint Staff, Hero of the Russian Federation, noted: “Today, on the territory of the Kyrgyz Republic, in the foothills of the Tien Shan Mountains, near the unique Issyk-Kul Lake, a command-staff training with the CSTO Collective Rapid Reaction Forces “Interaction” and special trainings “Search” and “Echelon” will begin. They will take place at the Edelweiss training range, where the legendary 8th Guards Motorized Rifle Division named after Hero of the Soviet Union Ivan Panfilov is stationed. It was here that the special forces of the Armed Forces of the Soviet Union sent to Afghanistan were trained.

At present, the world situation is characterized by strategic instability and regional conflicts remain acute. In the Central Asian region, the risks and challenges associated with international terrorism, extremism, illegal distribution of weapons, narcotic drugs and psychotropic substances remain at a high level.

Our countries are united by fraternal relations, common cultural and moral values, and the current situation requires us to respond to challenges and threats in a timely and effective manner.

We must once again emphasize that the Collective Rapid Reaction Forces are a universal instrument that makes it possible to resolve a wide range of tasks throughout the CSTO area.

The main purpose of the command-staff training is to ensure the readiness of the collective security system's command and control bodies, force formations and means to carry out their earmarked tasks.

In order to ensure the quality of the trainings, a large-scale set of measures was carried out: consultations, separate and joint staff trainings, a strategic command-staff training, staff talks, working meetings to develop and harmonize the training plans and reconnaissance of the training areas.

We have taken into account the experience of modern armed conflicts. Constantly changing forms and methods of combat operations require their in-depth analysis, study and mastery in the course of operational and combat training.

Particular attention should be paid to the use of strike drones and their countermeasures, electronic warfare and fire-fighting, which is currently the most relevant on the battlefield. This time, our practical operations will also be practiced in the water area with the use of combat boats.

In the course of the forthcoming trainings, it is planned to work out options for possible actions, which will subsequently be used in the application of the Collective Forces in realistic conditions.

I express my sincere words of gratitude to the leadership of the Ministry of Defense, personally to the Minister of Defense and the Chief of General Staff of the Armed Forces of the Kyrgyz Republic for the opportunity to hold the trainings on your territory, for the work done to prepare for the training, for the warm welcome and hospitality.

I wish all the training participants to show their best qualities: determination, high professionalism and creativity in solving the assigned tasks”.

On the territory of the Kyrgyz Republic, under the leadership of Colonel Artur Temirov, First Deputy Chief of General Staff of the Armed Forces of the Kyrgyz Republic, a command-staff training with the CSTO Collective Rapid Reaction Forces “Interaction-2024”, a special training with intelligence forces and means “Search-2024”, and a special training with logistical forces and means “Echelon-2024” are being conducted.

Contingents of the CSTO Troops (Collective Forces) of the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan are taking part in the training. Among them are military contingents, formations of special-purpose forces from among the special units of the internal affairs (police), security and special services bodies, authorized bodies in the field of prevention and elimination of the consequences of emergency situations, as well as operational groups of the CSTO Joint Staff and Secretariat. A total of about 1,500 servicemen and up to 300 units of weapons, military and special equipment, including aviation, various types of strike drones, combat boats and air defense equipment, are involved.

On the same day, a delegation of servicemen from the CSTO member states and working bodies of the Organization laid flowers at the monument to the Victory in the Great Patriotic War of 1941-1945 with the participation of the guard of honor of the National Guard of the Armed Forces of the Kyrgyz Republic.
