28 April marks the Day of the CSTO Joint Staff. It should be recalled that on 28 April 2003, in Dushanbe, the Collective Security Council, guided by the need to establish a military staff body responsible for implementing the military component of the Collective Security Treaty, adopted the Decision “On the Establishment of the Joint Staff of the Collective Security Treaty Organization.”
On 27 April 2026, within the framework of the International Scientific and Practical Conference “Contours of a New Architecture of Collective Security: Current Issues of Information and Analytical Partnership within the CSTO,” held at MGIMO University of the Ministry of Foreign Affairs of Russia, a round table entitled “Eurasian Analytical Platform: New Approaches in a New Geopolitical Reality” took place. During the event, Head of the Information and Public Relations Department of the CSTO Secretariat Yuriy Shuvalov delivered a presentation on “The Eurasian Analytical Network: A New Cognitive Architecture of Collective Security.”
The XIIth meeting of the Coordinating Council for Emergenc Situations of the Collective Security Treaty Organization member states started in Bishkek
10.10.19. /Kabar/. The XIIth meeting of the Coordinating Council for Emergenc Situations of the Collective Security Treaty Organization member states started in Bishkek.
The meeting will discuss issues of expanding the CSTO’s cooperation with international organizations in order to use the potential in providing assistance in case of emergency, the activities of the CCES CSTO for 2019, a plan of joint activities for 2020, as well as the results of a staff training on working out the interaction of emergency departments in case of emergency, conducted via videoconference in March this year under the leadership of the Ministry of Emergency Situations of the Kyrgyz Republic.
In addition, the Agenda of the meeting also included the issues of expansion of cooperation and experience exchange in the field of fostering culture of life safety among the younger generation and giving the status of basic training units of bodies authorized in the field of emergency prevention and response to the CSTO member states of a number of educational institutions of the Russian Ministry of Emergency Situations.
The meeting is attended by CCES leaders and members and the CSTO Acting Secretary General Valery Semerikov, as well as representatives of international and non-governmental organizations.
Recall that this year the Kyrgyz Republic holds the presidency of the CSTO.
The Regulation on Emergency Response in the CSTO framework needs to be worked out in practice - Semerikov
10.10.19. /Kabar/. The Regulation on Emergency Response in the CSTO framework, adopted in 2011, does not work at the proper level. This was during the XIIth meeting of the Coordinating Council for Emergency Situations of the member states of the Collective Security Treaty Organization (CCES CSTO), said the CSTO Acting Secretary General Valery Semerikov.
According to him, since 2011 this Regulation has been applied several times in a real emergency on the territory of a given state.
“Not everything worked out as it should be. Why it didn’t work out - it should be under close attention of the heads of emergency departments. We need to discuss all issues in detail and develop a mechanism and put it in force as soon as possible, ” he said.
At the same time, Valery Semerikov believes that there is no need to amend this Regulation. He believes that it is necessary in practice to work out the Regulation, after to address all the shortcomings.
“For the past three years there has been a conversation that it is necessary to amend the Regulation. But it’s illogical, without checking in practice, to make a decision on making changes, ” he believes.
Semerikov said that a mechanism has been established for crisis situations in the political and military fields.
“This mechanism is worked out annually during the trainings. It is improving every year, ” he added and emphasized that there is no need to change the Regualation, it can only be improved in the course of practice.
In addition, Semerikov said that there are also many issues to be resolved in terms of specialist training and technical equipment.
Valery Semerikov noted that the event is one of the last in the framework of the chairmanship of the Kyrgyz Republic in the CSTO.
“In the context of this, it should be noted that the implementation of the plan and priorities by the Kyrgyz Republic is successful. Today’s event will contribute to further development in the area of emergency prevention and response, ” he added.
Valery Semerikov appreciated the work of rescue services in the Kyrgyz Republic
10.10.19. /Kabar/. The CSTO Acting Secretary General Valery Semerikov, appreciated the work of the rescue services in the Kyrgyz Republic. During the XIIth meeting of the Coordinating Council for Emergency Situations of the Collective Security Treaty Organization member states (CCES CSTO) Semerikov informed that he was pleased to look at the actions of the rescuers of the Kyrgyz Republic on working out complex tasks.
“It was nice to watch. We need to look at the technical equipment of our units so that it meets all the requirements for the implementation of tasks, ” he said.
In addition, Valery Semerikov said that today active work is being carried out to equip the crisis centers of the CSTO member countries.
“In 2020, we will begin to monitor the situation and exchange data, we will hold meetings and conferences with the help of the crisis response center,” he added.
