The meeting was held in the city of Moscow under the chairmanship of Viktor Zinoviev, Secretary of the CSTO Interstate Commission on Military-Economic Cooperation (ICMEC, Commission).

“By holding the CSTO summit on November 28, 2019, the Kyrgyz Republic is completing its chairmanship of the Organization,” said the Secretary of the Security Council of the Kyrgyz Republic Damir Sagynbaev today, November 25, at a press conference in Bishkek.

As he noted, during the period of the Kyrgyzstan’s chairmanship of the CSTO, security priorities are countering modern challenges and threats, strengthening the CSTO’s potential for preventing/resolving crisis situations, improving the preparation and use of the CSTO Collective Forces, developing military-economic, military-technical cooperation and other issues.

“By analyzing current challenges and threats, the CSTO has formed a consensus that Afghanistan remains the main focus of instability. Threats remain from the activities of international terrorist and religious extremist organizations. Concentration of militants near the CSTO responsibility zone creates the danger of subversive activities and the creation of crisis situations in our countries in order to undermine regional security. In the format of the Organization, there is further close coordination and the search for mutually acceptable decisions to improve and strengthen the CSTO’s potential, measures are being planned and implemented to counter modern challenges and threats, steps are being taken to reduce tensions in the Tajik-Afghan border. In order to respond to crisis situations in a timely manner, work is underway to establish a constant and operational exchange of information between the CSTO member states, ”said Damir Sagynbaev.

He informed that in order to increase preparedness to counter threats to the security of the state, to train management bodies, forces and means, and local government bodies, a number of anti-terrorism trainings were held this year:

— Joint command-staff mobilization training "Koopsuzduk-2019";

— the joint special tactical training "Sary-Tash-2019" with the participation of the operational group of the General Staff, command and control bodies, divisions of the Border Service, the Ministry of Internal Affairs, the Ministry of Emergency Situations, the State Committee for National Security;

— the "Center-2019" with the participation of the operational group of the General Staff of the Armed Forces of the Kyrgyz Republic and the Central Military District of the Armed Forces of Russia;

— special forces training of the CRRF CSTO “Thunder-2019”

The operational groups and military contingents of the Kyrgyz Republic took part in the trainings within the framework of the CSTO “Interaction-2019”, “Indestructible Brotherhood-2019”, “Search-2019”, “Combat Brotherhood-2019”, “Echelon-2019” .

Currently, work is underway to establish a constant and operational exchange of information between the CSTO member states, legal registration and transition to the day-to-day functioning of the CSTO Crisis Response Center are underway, regulatory and practical elements are being worked out aimed at the further development of the CSTO Collective Rapid Response Forces.

The formation and development of a system of information support for the CSTO activities, the implementation of measures to form a common anti-terrorism space, including the formation of a single list of organizations recognized as terrorist in the format of the Organization, continues.
