From July 7 to 9, second staff talks were held in the Russian Federation on the organization and conduct of the CSTO Collective Rapid Reaction Forces (CRRF) command-and-staff exercise “Interaction-2026”, the special reconnaissance exercise “Poisk-2026”, and the logistics support exercise “Echelon-2026”.
In accordance with the 2026 Action Plan of the Coordinating Council of Heads of the Competent Authorities for Countering Illicit Drug Trafficking of the CSTO Member States, and as part of the Russian Federation's priorities during its 2026 CSTO Chairmanship, the sub-regional counter-narcotics operation “Kanal – Amber Coast” was conducted from June 29 to July 3, 2026. The operation was aimed at disrupting trafficking routes for narcotic drugs, their precursors and analogues, new psychoactive substances, and potent substances into the CSTO area of responsibility, neutralizing international transnational drug trafficking groups, dismantling clandestine drug production facilities, undermining the economic foundations of the drug trade, including the laundering of drug proceeds.
The 12th Southern Information Security Forum “Infoforum Sochi 2026” is taking place in Sochi, Russia, from June 30 to July 3. On July 1, the Forum's plenary session brought together representatives of federal and regional authorities, regulatory bodies, leading companies, and international organizations to discuss current challenges in the protection of critical infrastructure, the development of artificial intelligence, and international cooperation.
On June 30 – July 1, 2026, Saint Petersburg hosted a series of events chaired by Alexander Kurenkov, Minister of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters, with the participation of heads of the competent authorities of the CSTO member states responsible for emergency prevention and response.
From June 24 to 26, 2026, CSTO Secretary General Talatbek Masadykov paid a working visit to the Republic of Tajikistan at the personal invitation of President Emomali Rahmon.
The CSTO Secretary General Stanislav Zas spoke in Dushanbe at a high-level conference on international and regional cooperation on border security and counterterrorism

A high-level Conference on "International and Regional Cooperation on Border Security and Management to Counter Terrorism and Prevent Terrorist Movement", organized jointly by the UN Office for Counter-Terrorism, the Government of the Republic of Tajikistan, the Regional Center for Preventive Diplomacy for Central Asia, the OSCE and the EU, began its work in Dushanbe, on October 18 this year.
The Collective Security Treaty Organization Secretary General Stanislav Zas, addressed the Conference. He noted that the CSTO actively supported international initiatives to strengthen border security to combat terrorism by stemming the flow of foreign terrorist fighters across borders.
"We are pleased with the development of our cooperation in this area with the UN Counter-Terrorism Office, the UN Counter-Terrorism Center, and the UN Preventive Diplomacy Center for Central Asia under the Border Security and Management Program and the "Towards a Joint Action Plan" project, carried out in accordance with the UN Global Counter-Terrorism Strategy in Central Asia," Stanislav Zas said in his statement.
According to him, by expanding interaction and information exchange, the CSTO sees the potential to develop cooperation between the Organization and the SCO Regional Anti-Terrorist Structure, the Anti-Terrorist Center of the CIS member states and the Council of Border Guard Commanders in order to collectively counter terrorist threats in Central Asia.
"I would like to take this opportunity to note that in order to counter terrorist threats, the CSTO has formed and continues to improve a system of collective security, including military and special operational and preventive measures and mechanisms. In the course of joint trainings and operations, the readiness of the Collective Rapid Reaction Forces, as well as special structures of the CSTO member states to act as intended, is tested," the CSTO Secretary General said.
He stressed that consolidation of efforts to ensure collective security was a paramount task for the CSTO. "At the same time, noting the dramatically changed situation in Afghanistan, which has led to potential border problems, we clearly understand that the security of the region as a whole depends on preventing terrorists from crossing borders," Stanislav Zas, speaking at the conference, said.
The CSTO Secretary General expressed confidence that the outcome of the Conference "will be a positive contribution to our common cause”.
"We welcome at the end of the Conference the adoption of the “Dushanbe Declaration on Cooperation on Border Security and Management to Counter Terrorism and Prevent Terrorist Movement," Stanislav Zas concluded in his speech.
The event is being held in Dushanbe on October 18-19, 2022.
