The Parliamentary Assembly was established in November 2006. B. Gryzlov, Chairman of the State Duma of the Federal Assembly of the Russian Federation, was elected the first Chairman of the CSTO Parliamentary Assembly (CSTO PA).

From May 2012 to November 2016, Naryshkin Sergey Evgenievich - Chairman of the State Duma of the Federal Assembly of the Russian Federation of the 6th convocation was elected the second Chairman of the CSTO Parliamentary Assembly.

November 24, 2016 Volodin Vyacheslav Viktorovich - Chairman of the 7th convocation of the State Duma of the Federal Assembly of the Russian Federation was elected Chairman of the CSTO Parliamentary Assembly.

The plenary meetings, meetings of the Council of the Parliamentary Assembly of the CSTO and its Standing Committees, which are held twice a year, examine the Organization’s activities, the situation in the Organization’s area of responsibility, the implementation status of the decisions of the Organization’s CSC sessions and the tasks of their legal support. The meetings discuss issues of the implementation of the Program for the approximation and harmonization of legislation, the practice of ratification of international treaties concluded within the framework of the CSTO, and other issues.
