April 9th ​​of this year . in Moscow, the Acting Secretary General of the CSTO Valery Semerikov and Deputy Minister of Foreign Affairs of Russia Alexander Pankin signed the Second Protocol amending the Agreement between the Government of the Russian Federation and the Collective Security Treaty Organization on the conditions for the stay of the CSTO Secretariat in the Russian Federation of December 19, 2003.
The amendments provide for clarification of the terms of stay of the CSTO Secretariat, and the provision to the CSTO Deputy Secretaries-General, who are not citizens of the Russian Federation and who do not live there permanently, as well as their family members, have diplomatic status and the corresponding privileges and immunities. 
The signing ceremony was also attended by the Deputy Secretary General of the CSTO and P.Tihonovsky A.Sultanov and authorized representatives CSTO member states.
