Statement by the Collective Security Council of the Collective Security Treaty Organization on the occasion of the 80th anniversary of Victory in the Great Patriotic War of 1941–1945

03.12.2024

We, the members of the Collective Security Council of the Collective Security Treaty Organization, on the eve of the 80th anniversary of Victory in the Great Patriotic War of 1941–1945, pay tribute to the memory of tens of millions of our compatriots who perished on the battlefields, in partisan units, under bombardment, in occupied territories and concentration camps, from hunger, cold and blockade. We honor the feat of those who worked on the home front, including the elderly and children, who selflessly forged our common Victory.

We note that the most difficult and bloodiest war in the history of humanity ended in victory thanks to the unity, unyielding resilience and heroic self-sacrifice of the peoples of our countries, who made a decisive contribution to the defeat of Nazism. We call for the memory of the unprecedented courage of the multinational Soviet people to be sacredly preserved.

As states that defeated Nazism, it is our sacred duty to preserve for present and future generations the truth about our common struggle to liberate the world from Nazism, and to prevent recurrences of the ideology of hatred, extremism, discrimination on ethnic, racial or religious grounds and other inhumane acts.

We categorically reject and condemn any attempts to rewrite history, revise the historical significance of the Victory in the Great Patriotic War of 1941–1945, or distort the outcome of the Second World War, including attempts to place equal responsibility for its outbreak on Nazi criminals and the countries of the Anti-Hitler Coalition. We emphasize that such efforts are destructive and sacrilegious, and insult the memory of those who perished and those who endured all the horrors of war.

We emphasize the importance of the outcome of the Nuremberg Trials, which declared Nazi organizations, including the leadership of the NSDAP, SD, SS and Gestapo, criminal for their involvement in the war of aggression and crimes against civilians unprecedented in scale and nature. We stress that the acts of the Nazis and their accomplices established in the Judgment of the International Military Tribunal at Nuremberg should be regarded as genocide of the peoples of the Soviet Union.

We consider the glorification of the Nazi movement and its accomplices categorically unacceptable, including through the erection of monuments and memorials, renaming of streets, and public demonstrations aimed at glorifying the Nazi past and neo-Nazism. We reject cynical attempts to portray members of Nazi organizations and organizations that collaborated with them as participants in national liberation movements.

We express deep concern over the increasing number of deliberate attempts and cases of desecration or destruction of monuments erected in honor of those who fought against Nazism. We emphasize the need to preserve and properly maintain military memorials and graves regardless of their location. Vandalism against such sites, as well as insults to the memory of the soldiers who liberated Europe, are unjustifiable and must result in those responsible being held accountable.

Remembering the tragic lessons of those years, we are convinced of the need for collective efforts to find answers to the numerous challenges of our time and to prevent new conflicts on a global scale. Genuine security must be equal and indivisible, built with due regard for the interests of all states, and based on the principles of international law and constructive cooperation.

We note that there is no alternative to establishing a sustainable multipolar world order based on the cultural and civilizational diversity of the modern world and the natural right of peoples to determine their own paths and models of development, while upholding the fundamental principle of the UN Charter — the sovereign equality of states.

We are confident that the upcoming anniversary of the Great Victory will be marked by the triumph of peace and harmony.
