On behalf of the Secretariat of the Collective Security Treaty Organization, I welcome the organizers and participants of the thirteenth meeting of the secretaries of the security councils of the member states of the Commonwealth of Independent States.
On October 31, 2025, in Astana, the CSTO Secretary General Imangali Tasmagambetov met with the President of the Republic of Kazakhstan Kassym-Jomart Tokayev.
During his visit to the Republic of Tajikistan, the Secretary General of the Collective Security Treaty Organization (CSTO) Imangali Tasmagambetov was received by the President of the Republic of Tajikistan Emomali Rahmon.

Today, the final stages of joint training with the CSTO Peacekeeping Forces “Indestructible Brotherhood-2025,” a special training with the joint formation of NBC protection and medical support for the CSTO “Barrier-2025,” and a joint anti-terrorism training of the competent authorities - participants of the Commonwealth of Independent States “Commonwealth-Anti-Terror-2025.” took place at the “Fakhrabad” training ground.
During practical exercises, the units conducted a peacekeeping operation on the territory of a hypothetical CSTO member state and fulfilled tasks to maintain a ceasefire between the conflicting parties, as well as ensuring compliance with the terms of the truce.
Mobile and foot patrols were organized in the unit's area of responsibility, along with security and reinforcement of checkpoints, roadblocks, and refugee reception points. Issues related to the organization of service in the demilitarized zone, including in hard-to-reach mountainous areas, repelling an attack by a simulated gang on a peacekeeping checkpoint, and destroying simulated enemy unmanned aerial vehicles using air defense and electronic warfare systems were worked out.
The joint formation of the NBC protection and medical support for the CSTO practiced practical actions aimed at eliminating sources of biological threats and ensuring the biological safety of the coalition group of troops.
Issues related to conducting a counterterrorism operation to free hostages and neutralize simulated terrorists on a Yak-40 aircraft at the airport and in the administrative building were worked out.
Internal troops practiced blocking off the area where an unauthorized rally was taking place, localizing the area of unrest, and ensuring the safety of citizens and infrastructure.
Collective Forces units practiced evacuating civilians and delivering and escorting humanitarian cargo. During the trainings, the units repelled an attack on a convoy carrying humanitarian cargo and provided medical assistance, including air medical evacuation.
Military contingents from the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, Russia, the Republic of Tajikistan, and operational groups from the Joint Staff and Secretariat of the Collective Security Treaty Organization (CSTO) took part in the “Indestructible Brotherhood-2025” and “Barrier-2025” trainings. The Russian contingent was mainly made up of units from the 201st military base of the Central Military District, including mountain units, communications units, electronic warfare units, NBC protection units, medical units, and unmanned aerial vehicle crews. The total number of participants in the trainings was about 1,500 people and more than 200 units of military and special equipment, including six helicopters and more than 20 UAVs.
At the closing ceremony of the trainings, the Minister of Defense of the Republic of Tajikistan, Colonel General Emomali Sobirzoda, said, in particular: "Extensive work has been done to regroup personnel, weapons, and military equipment from their permanent locations to their designated areas.
A field camp with the necessary infrastructure was set up, units were coordinated, and coordination and interaction were organized with a view to joint task performance.
The personnel of the units performed the practical trainings excellently, completed the assigned tasks in full, and demonstrated a high level of professionalism, mobility, and clear coordination.
The results of the trainings show that the CSTO Peacekeeping Forces and the CIS anti-terrorist structures can jointly carry out the tasks assigned to them, respond to security challenges and threats, and ensure peace and stability in the regions under their responsibility”.
Speaking to participants in the trainings, Colonel General Andrei Serdyukov, Chief of the CSTO Joint Staff, said: "Today saw the final stages of the joint trainings with the CSTO Peacekeeping Forces, “Indestructible Brotherhood”, and the special training, “Barrier”.
The collective peacekeeping forces successfully accomplished the multifaceted tasks assigned to them. During the trainings, issues related to the organization of management and coordination, preparation, and conduct of peacekeeping operations were worked out at a fundamentally new level.
Contingents from the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, Russia, and the Republic of Tajikistan participated in practical trainings in a unified formation. The active phases of our trainings were conducted in a combined format with the final stage of the joint anti-terrorism training of the competent authorities of the Commonwealth of Independent States member states, “Anti-Terror 2025,” which plays an important role in developing cooperation between the CSTO and the CIS.
Today, we observed the actions of the armed forces, other security agencies, law enforcement agencies, and emergency services. I would like to note that the participants in the trainings demonstrated a high level of coordination and clearly interacted with each other in solving training and combat tasks. This demonstrates the close coordination and joint efforts of our organizations in the practical sphere, as well as our readiness to jointly respond to current challenges and threats, which is fully in line with the current situation in the Central Asian region.
The trainings were conducted amid a global escalation of tensions, which requires the development of effective mechanisms to ensure security in the CSTO area of responsibility, including through the use of our peacekeeping capabilities.
In the field, we saw how the training and skills of personnel are improving and new approaches to the joint use of Collective Forces units are being developed.
The main goal of these actions is to achieve lasting and equitable peace, reliable security, and stability in the region based on the fundamental principles of international law.
Further improvement of the composition of the CSTO Peacekeeping Forces and their preparation for performing their earmarked tasks is the most important direction for the development of the Organization's collective security system in the coming years.
The trainings in the Republic of Tajikistan conclude a series of key events in the joint operational and combat training of the CSTO Collective Forces and our cooperation in the field of defense and strengthening regional security in 2025.
I am confident that our Collective Forces, operating in a complex environment, will continue to perform their tasks with dignity, which will contribute to strengthening the authority of our countries and our organizations!
