It should be recalled that on 28 April 2003, in Dushanbe, the Collective Security Council, guided by the need to establish a military staff body responsible for implementing the military component of the Collective Security Treaty, adopted the Decision “On the Establishment of the Joint Staff of the Collective Security Treaty Organization.”

On 27 April 2026, within the framework of the International Scientific and Practical Conference “Contours of a New Architecture of Collective Security: Current Issues of Information and Analytical Partnership within the CSTO,” held at MGIMO University of the Ministry of Foreign Affairs of Russia, a round table entitled “Eurasian Analytical Platform: New Approaches in a New Geopolitical Reality” took place. During the event, Head of the Information and Public Relations Department of the CSTO Secretariat Yuriy Shuvalov delivered a presentation on “The Eurasian Analytical Network: A New Cognitive Architecture of Collective Security.”

In the Kyrgyz Republic, as part of the “Indestructible Brotherhood-2023” training with the CSTO Peacekeeping Forces, combat boats were used for the first time and operations in the waters of Lake Issyk-Kul were practiced.

According to the plan, 6 boats from the group of water area protection ships, including the diving boat RVK-1328 "Vice-Admiral Temirov" were involved in patrolling the coastal water area.

According to the legend, "terrorists" attacked a maritime convoy and seized a barge with a cargo of radioactive waste and crew. A decision was made to conduct a special operation to free the vessel by a special purpose group from the Special Operations Forces of the Armed Forces of the Kyrgyz Republic, in cooperation with a group of water area protection ships and convoy escort ships from the Armed Forces of the Russian Federation.

After forcibly stopping the "hijacked" vessel to carry out the assault, a special operations team from an Mi-8MTV helicopter from the Armed Forces of the Kyrgyz Republic landed by rope. The air cover for the landing and assault operations was provided by an Mi-17 helicopter from the Armed Forces of the Republic of Kazakhstan.

The freed "hostages" were evacuated on board a special vessel for medical and psychological assistance.

A diving boat under the cover of guard ships moved to the area where the "terrorists" had dumped a container with radioactive waste. The divers conducted an NBC reconnaissance, then, using SVU-5 diving equipment, lifted the container. The engineering and rescue unit carried out a thorough inspection of the vessel for explosive devices. After the inspection, the vessel was towed to the berth.

The participants in the training phase successfully practiced the joint actions of the land and maritime components.

National contingents of the Peacekeeping Forces of the Republics of Belarus and Kazakhstan, the Kyrgyz Republic, Russia and the Republic of Tajikistan, as well as operational groups of the CSTO Joint Staff and the CSTO Secretariat are taking part in the training "Indestructible Brotherhood-2023" with the CSTO Peacekeeping Forces. A total of about 1,500 servicemen and more than 200 units of military and special equipment are involved in the training.

For reference. Vice-Admiral Marat Satievich Temirov, being a worthy son of the Kyrgyz people, made a tangible contribution to the defense capability of the Soviet Union. As a naval submarine officer, he served on the first Soviet nuclear submarines of Project 627 "Kit". In recognition of his services to the Motherland, his name is immortalized in the name of a ship from the test base of the Russian Federation Navy in the Kyrgyz Republic.
