From October 18 to 23 this year, in accordance with the 2026 Plan for the Joint Training of Command and Control Bodies and Formations of Forces and Assets of the Collective Security System of the Collective Security Treaty Organization, the “Cobalt-2026” special exercise was held at the Magob training range of the Special Purpose Units Training Center of the Ministry of Internal Affairs of the Republic of Tajikistan.
An international scientific and practical conference entitled “Greater Eurasia: Institutions, Development, Cooperation” was held at the Moscow State Institute of International Relations (MGIMO) of the Russian Ministry of Foreign Affairs, jointly organized with the Institute of China and Contemporary Asia of the Russian Academy of Sciences (ICCA RAS). CSTO Secretary General Talatbek Masadykov took part in the conference.
A working meeting between CSTO Secretary General Talatbek Masadykov and Kazem Jalali, Ambassador Extraordinary and Plenipotentiary of the Islamic Republic of Iran to the Russian Federation, was held at the Embassy of the Islamic Republic of Iran in the Russian Federation.
An international scientific and practical conference entitled “Transformation of the Global Security System and the Shaping of a Eurasian Security Framework” was held at Moscow State Linguistic University (MSLU).
Today, a conference entitled “The Role and Place of Media in CSTO Member States in Efforts to Contain Crisis (Emergency) Situations in Collective Security Regions” was held in Minsk.
On the anniversary of the signing of the CSTO Charter

October 7 marks the 24th anniversary of the signing of the Charter of the Collective Security Treaty Organization, which formalized the establishment of the CSTO as an international regional organization. The goals set out in the document, including strengthening peace and stability and collectively protecting the independence, territorial integrity and sovereignty of the member states, remain the foundation for developing mutually beneficial, truly allied cooperation. On this basis, the Russian Federation is chairing the CSTO in 2026 under the motto “Collective security in a multipolar world: a common goal, shared responsibility.”
In a relatively short period by historical standards, the Organization, which today brings together six countries — Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan and Tajikistan — has come a long way and established itself as one of the key mechanisms for ensuring regional security. The CSTO systematically addresses the tasks of preventing and resolving crises, countering multifaceted challenges and threats to stability, continuously improving the combat readiness of the Organization’s Collective Forces, and maintaining intensive foreign policy coordination.
With extensive experience and advanced capabilities in ensuring security, the CSTO continues to develop, flexibly adapting to changing conditions.
In the interests of strengthening the Organization’s military potential, the unique combat experience of the Armed Forces of the Russian Federation is being taken into account and incorporated, including during the exercises with the CSTO Collective Forces held in the Chelyabinsk Region in September–October 2026. Partnership in new areas of ensuring biological and information security is becoming increasingly dynamic. Law enforcement and special services operations by the countries of the Organization to combat terrorism, illicit drug trafficking, illegal migration and crimes in the field of information technology continue to produce consistently positive results.
The development of the CSTO’s ties with other international organizations is a focus of systematic efforts by the member states. Since 2004, the Organization has held observer status at the UN General Assembly. Cooperation with the CIS and SCO is being deepened as a priority, and implementation continues of the roadmap for developing cooperation among the three organizations in areas of mutual interest. On October 15–16, a joint CSTO, CIS and SCO conference on security issues in Central Asia and Afghanistan will be held in Moscow.
One of the foundations of allied cooperation and a common enduring value remains the memory of the Soviet Union’s Victory in the Great Patriotic War of 1941–1945. The CSTO member states are joining efforts to preserve the truth about the feat of the Soviet people and prevent the rewriting of history and the distortion or revision of the outcome of the war.
Prospects for further expanding multifaceted allied cooperation will be discussed during the upcoming session of the CSTO Collective Security Council and the joint meeting of the Council of Ministers of Foreign Affairs, the Council of Ministers of Defense and the Committee of Secretaries of the Security Councils of the Organization, to be held in Moscow on November 10–11. Decisions aimed at strengthening the CSTO collective security system are expected to be adopted and signed.
Further strengthening comprehensive cooperation with the CSTO member states is one of the priorities of the foreign policy of the Russian Federation.
