On October 7, 2026, the Fourth Counter-Terrorism Forum opened in Minsk (Republic of Belarus), bringing together the CIS Conference on Countering Terrorism and Extremism, the SCO Regional Anti-Terrorist Structure international scientific and practical conference, and joint counter-terrorism exercises.

More than 300 delegates from 18 CIS member states, SCO member states and SCO dialogue partners, as well as representatives of CIS and SCO bodies, the United Nations, INTERPOL, the CSTO and other international organizations, took part in the forum.

The CSTO Secretariat was represented by a delegation comprising Umar Umarzoda, Head of the Department for Countering Challenges and Threats, and Igor Demchenko, Adviser to the Department.

Umar Umarzoda delivered a report entitled “The Problem of the Spread of Extremist Ideology in the CSTO Member States,” in which he emphasized that this problem remains one of the most acute threats to regional and international security. To counter it, the CSTO has established an effective mechanism combining operational, preventive, legal and information measures. The Organization has ongoing operations in place — “Mercenary,” “Illegal” and “PROXY” — which have demonstrated high effectiveness.

He noted that countering extremism involves not only law enforcement measures, but also systematic prevention, including legal and civic education, work with young people, building resilience to destructive propaganda, developing media literacy, and supporting traditional spiritual and moral values.

According to the speaker, given the transnational nature of extremism, the CSTO advocates coordinated action both within the Organization and in a broader international format, primarily in cooperation with the UN, SCO and CIS, which makes it possible to exchange experience and strengthen the legal framework for combating radicalization.
