The autonomous non-profit organization “Institute of the Collective Security Treaty Organization” (CSTO Institute) was registered on June 18, 2009. The founders of the CSTO Institute are the Secretariat of the Collective Security Treaty Organization and the Autonomous Non-Profit Organization “Institute for the Study of International Integration”. The main purpose of the Institute is to conduct fundamental and applied research on the role and place of the Collective Security Treaty Organization (CSTO) in the modern world.

The CSTO Institute is working in the following areas:

  • propaganda and popularization of the CSTO activities in the CSTO member states, third countries and international organizations, etc.
  • study of issues of military-political integration, integration in the field of security in the CIS space;
  • creation of a system of relations with scientific, political science and public organizations and structures of the CSTO member states;
  • information support of the CSTO activities using the potential of the mass media.

The CSTO Institute develops cooperation with the CSTO Secretariat and the Parliamentary Assembly. The most promising areas of interaction are the following:

  • Interaction with the CSTO Secretariat, permanent representatives of the Organization's member states. Exchange of information and analytical materials on the activities of the CSTO.
  • Assistance in holding joint bilateral and international events under the auspices of the CSTO.
  • Promotion of the development of international relations of the PA CSTO.
  • Opening of the CSTO Institute office in member states. The work is carried out in contact with the CSTO Secretariat and in coordination with the state bodies of each country, in close cooperation with the expert and scientific community, and public structures of specific countries.
  • Preparation of information and analytical and reference materials on international issues for the CSTO Secretariat and the PA CSTO.

The CSTO Institute is working to develop interaction with the parliaments and public structures of Ukraine and Serbia. The main vector of efforts is aimed at spreading information about the CSTO, creating a positive image of this Organization, popularizing its activities and, ultimately, building up mutually beneficial interested cooperation of these countries with the CSTO and its Parliamentary Assembly. In Ukraine, the Interfactional Group of the Verkhovna Rada for Cooperation with the CSTO was formed, which included deputies from all major parties represented in parliament.

In October 2010, the delegations of the Verkhovna Rada of Ukraine and the National Assembly of the Republic of Serbia took part as guests in the work of the regular session of the Parliamentary Assembly of the CSTO.

Currently, the CSTO Institutes are open and operating in Armenia, as well as in Ukraine. The next step is the opening of similar structures in Kyrgyzstan and Tajikistan.

For the period from 2009 to 2011 The Institute directly, as well as in cooperation with the CSTO Secretariat and partner organizations in the Organization's member countries and beyond, held more than 10 conferences and round tables, which were held in Moscow, Yerevan, Bishkek, Almaty, Dushanbe, Kiev and Belgrade.

The Institute carries out research and analytical activities. In 2010, an analytical report on European security was prepared under a contract with the Administration of the President of the Russian Federation. The Institute also assisted the PA OBKB in the preparation of a number of draft resolutions on topical issues on the European agenda, which were submitted to the OSCE PA.

Representatives of the Institute are members of the CSTO Scientific Expert Council, the Information Analytical Legal Center of the PA CSTO, and regularly participate in the work of the Expert Advisory Council of the PA CSTO Council.

In 2011, the Institute became the founder of the information and analytical journal of the Collective Security Treaty Organization "Allies. ODKB".
