Recommendations of the Round Table on the topic "Information and Terrorism"

The global information space of the 21st century is characterized by the active use by various destructive forces of information confrontation and terrorism methods, while targeting the goals of destabilizing the socio-political situation in the CSTO member states. Information-psychological terrorism is a new type of activity focused on using various forms and methods of negative impact on the information-psychological environment of the CSTO member states using the media to create negative conditions that destabilize the socio-political situation. Currently, one of the main directions of creating a terrorism prevention system is informational opposition to the spread of the ideology of religious and ethnonational extremism. Tactics and strategies to counter the propaganda of terrorism and extremism should be based on the multinational and multi-confessional nature of the CSTO member states, and the different levels of their socio-economic development.
For this reason, it is proposed to direct the efforts of the CSTO member states in the following areas:
- development of international legal mechanisms to protect the CSTO information space from the spread of the ideology of terrorism, propaganda of violence, terrorism and radicalism;
- laying the foundations of an interstate counter-propaganda system to counteract the ideology of terrorism, attempts to use actions of information-psychological terrorism against the population of the CSTO countries;
- improving the national legislation of the CSTO member states aimed at increasing social responsibility and media ethics, blocking the destructive activities of the media;
- stopping the CSTO member states of terrorist and extremist propaganda on the Internet, taking into account the fact that the introduction of only national prohibitive legal norms is ineffective due to the fact that terrorist sites are created, as a rule, in a domain zone in other countries;
- preparation of a system of international legal measures to protect citizens of the CSTO member states from negative informational and psychological impact, first of all, of young people, as the most vulnerable to targeted propaganda of the ideology of terrorism and violence, conducting research on this issue;
- coordinating the activities of the public, cultural and other humanitarian resources of the CSTO member states in the area of countering the ideology of terrorism and extremism to provide the population of the CSTO countries with reliable and objective information, guaranteeing bias and targeted distortion of facts that cause moral damage to Internet users, readers, viewers and listeners MASS MEDIA;
- diagnostics of activities and identification of communicators and conductors of the ideology of terrorism in the CSTO information space;
- blocking the dissemination in the CSTO information space of negative information that contributes to the escalation of terrorist activities, monitoring Internet resources for real-time blocking the use of the blogosphere’s capabilities by communicators of terrorism (“recruiters”, “agents of influence” and “informants” of terrorist groups);
- increased use of Internet portals, websites and resources that post materials of a counter-propaganda nature, contributing to revealing the true goals and intentions of the ideologues of terrorism, leaders of gangs, as well as foreign structures that use the Internet to propagandize terrorism and violence;
- the creation of special mechanisms for the interaction of the media of the CSTO member states with state authorities in crisis situations, contributing to the manifestation of the ethics and civic responsibility of journalists when covering emergency events;
- the formation of state regulatory structures in the religious sphere, aimed at informational opposition to the radicalization and recruitment of Islamist youth into terrorist organizations. Involving in the process of information and ideological opposition of the ministers of the traditional Islamic cult, cultural figures and education.
MEMORANDUM
on the creation of the Analytical Association
Collective Security Treaty Organization
The participants of the Analytical Association of the Collective Security Treaty Organization, hereinafter referred to as the Parties, represented by the heads of relevant research institutes and centers for strategic research, relevant academic state and non-state research institutions of the member states of the Collective Security Treaty Organization
- Guided by the goals and objectives arising from the fundamental documents of the Collective Security Treaty Organization (hereinafter referred to as the Organization or the CSTO),
- attaching practical importance to strengthening information and analytical interaction and information and analytical capacity of the CSTO, in accordance with paragraphs 1.1 and 1.2 of the Priority Action Plan to form the basis of a coordinated information policy in the interests of the member states of the Collective Security Treaty Organization of 20 December 2011
- based on the fact that mutual cooperation will contribute to the improvement and efficiency of their activities,
- acting within its competence,
- agreed as follows:
- 1. The Parties create the CSTO Analytical Association (hereinafter - the Association), designed to develop activities and strategies for coordinated information policy in the interests of the Organization’s member states, information and analytical support for decisions of the heads of the CSTO member states, forging business contacts situational analysis and for closer interaction of the Parties.
- 2. The parties will cooperate in matters of mutual interest. To this end, they will:
- a) plan joint activities;
- b) to create, if necessary, working and expert groups for the preparation and conduct of joint activities;
- c) to hold meetings, conferences, seminars, situational analyzes and expert surveys, the topics of which may be of mutual interest;
- d) if necessary, conduct joint consultations to resolve issues of cooperation;
- e) to exchange information and reference information and analytical materials and documents that may be of mutual interest;
- e) send, by mutual agreement and in accordance with the rules and procedures adopted by the CSTO bodies, their representatives to participate in events held by the CSTO Secretariat of mutual interest.
- 3. The parties shall form the Council of the Association (hereinafter - the Council) as part of their leaders. Tip:
- a) considers the most important current and future issues of cooperation;
- b) determines the goals, objectives and forms of cooperation implementation;
- c) appoints responsible persons to ensure cooperation within the framework of this Memorandum;
- d) exercise control over the execution of decisions made.
- The Council is chaired by the CSTO Secretary General.
- 4. The Parties entrust the organization work to the Association Coordinator, who is appointed by the CSTO Secretary General from among the staff of the CSTO Secretariat. Coordinator:
- a) organizes the work of the Association, its interaction with the Secretariat and other bodies of the CSTO;
- b) draws up draft agendas for consultations of the Association and meetings of its Council, and also makes proposals on the dates and place of their holding;
- c) informs on the progress of the implementation of the work plan and decisions taken at previous meetings;
- d) keep minutes of meetings;
- e) summarizes the implementation of decisions taken at meetings of the Council;
- e) maintains working contacts with representatives of other institutions on matters of mutual interest;
- g) Coordinates work on the fulfillment of the goals and objectives of the Association (in the period between Council meetings).
- 5. The present Memorandum of agreement of the Parties may be amended and supplemented by protocols.
- 6. Each Party shall have the right to withdraw from this Memorandum by notifying the other parties in advance.
- 7. This Memorandum shall enter into force upon signature.
