Declaration by the Collective Security Council of the Collective Security Treaty Organization

We, the members of the Collective Security Council of the Collective Security Treaty Organization, in the year marking the 80th anniversary of Victory in the Great Patriotic War, declare our commitment to ensuring and protecting, on a collective basis, international security and stability, as well as the independence, territorial integrity and sovereignty of the member states.

Preserving the historical memory of the heroic feat of the peoples of our countries and the lessons of the Second World War, we reaffirm the enduring value of this Victory for future generations. We emphasize that Victory in the most devastating war in human history was achieved thanks to the unity, resilience and heroism of the peoples who made a decisive contribution to the defeat of Nazism.

We note that current global changes reflect the aspiration of countries to establish a just, equal and multipolar world order conducive to strengthening mutually beneficial international cooperation.

One of the most important outcomes of the Second World War was the establishment of the United Nations in 1945 as the foundation of the modern system of international relations. Lasting global peace is possible only through the unconditional observance by all states of international law and the purposes and principles of the UN Charter.

We note that amid the transformation of the system of international relations, an important factor in maintaining security is collective efforts at the regional and global levels to prevent and resolve crisis and conflict situations based on overcoming fundamental interstate contradictions in the field of security.

The escalation of regional conflicts and the emergence of new security threats, particularly in the vicinity of the borders of the CSTO member states, as well as attempts by extra-regional actors to influence processes in the CSTO area, dictate the need for coordinated efforts to ensure stability and peace.

We note that current geopolitical realities underscore the need to establish a sustainable security architecture in the Eurasian space based on the principle of equal and indivisible security.

We are convinced that existing key contradictions can be resolved and long-term international stability ensured only through collective efforts and multilateral diplomacy. In today's world, characterized by extreme geopolitical turbulence and numerous interstate conflicts, the need for joint action and the search for ways to resolve situations through diplomatic means is more pressing than ever.

The Collective Security Treaty Organization, possessing time-tested mechanisms, forces and assets, continues to be an effective regional structure for maintaining peace and stability and ensuring security in its area of responsibility. We remain committed to a common course aimed at strengthening the Organization as one of the pillars of the modern world order.

We intend to enhance the effectiveness of the mechanism established within the CSTO for coordinating foreign policy positions on pressing international security issues.

We support further expanding cooperation between the CSTO and the United Nations as a unique platform for equal dialogue in the current environment.

We reject unilateral coercive measures that are contrary to the UN Charter and are used as instruments of political, economic and financial pressure in international relations.

We are ready to expand cooperation between the CSTO and other international organizations, primarily the CIS and SCO, which share the common task of ensuring stability and security in the Eurasian space. An important step in strengthening such cooperation will be the consistent implementation of the Roadmap for the Development of Cooperation between the CSTO, CIS and SCO for 2026–2028, signed by the Secretaries General of the three organizations in Beijing on September 3, 2025.

We welcome the constructive initiative of the Russian Federation to maintain, for at least one year after the expiration of the Russian-US New START Treaty in February 2026, the status quo established by this agreement with regard to the respective arsenals of the Russian Federation and the United States. We call on the United States to support this initiative, aimed at ensuring predictability and restraint in this area, preventing an arms race and contributing to the objectives of the Treaty on the Non-Proliferation of Nuclear Weapons.

At the same time, we express concern over the escalation of threats and strategic risks associated with the advancement towards the borders of the CSTO member states of military-strategic infrastructure of individual states and countries belonging to other military alliances and coalitions. We emphasize the unacceptability of deploying weapons systems around the perimeter of the CSTO area of responsibility that pose threats to collective security.

We note the importance of preserving outer space for peaceful purposes in the interests of future generations and, in this regard, emphasize the need to intensify joint efforts to prevent an arms race in outer space (PAROS) with a view to launching as soon as possible negotiations on a multilateral legally binding instrument on PAROS providing reliable guarantees against the placement of weapons in outer space and the use or threat of use of force against or with respect to space objects.

We express concern over attempts to use Eurasia as an arena for geopolitical confrontation and to promote initiatives aimed at undermining established ties and processes of Eurasian integration.

We are concerned about the situation in the area of the Palestinian-Israeli conflict. At the same time, we note positive developments in its evolution and express confidence that a comprehensive settlement of the conflict is possible only within the framework of resolutions of the UN Security Council and the UN General Assembly.

We welcome the conclusion of the Treaty on the State Border between the Kyrgyz Republic and the Republic of Tajikistan, as well as the signing of the Treaty between the Republic of Tajikistan, the Kyrgyz Republic and the Republic of Uzbekistan on the junction point of the state borders of the three countries and the Khujand Declaration on Eternal Friendship. These historic events contribute to the progressive development of regional cooperation and help enhance stability in the CSTO area of responsibility.

We note with satisfaction the active interstate dialogue between the Republic of Armenia and the Republic of Azerbaijan. We support a comprehensive settlement and the earliest possible conclusion of an unconditional peace treaty between the parties.

We reaffirm our commitment to the emergence of Afghanistan as an independent, neutral and peaceful state free from terrorism, war and drugs. We express our readiness to contribute to international efforts to ensure peace and development in this country.

We reaffirm the relevance of further strengthening international regimes prohibiting chemical and biological weapons, as well as developing cooperation in the field of biological security.

We support the establishment of an international information security system based on the principles of the UN Charter, respect for state sovereignty and non-interference in internal affairs.

We are committed to improving mechanisms aimed at enhancing the effectiveness of efforts to combat current challenges and threats to regional security.

We consider it important to continue regularly conducting special operations in the CSTO area of responsibility aimed at combating illicit drug trafficking — “Channel,” illegal migration — “Illegal,” crimes committed using information technologies — “PROXY,” and the “Mercenary” counter-terrorism operation, which demonstrate their high effectiveness and practical results year after year. We reaffirm the need for close coordination among the relevant agencies of the CSTO member states on establishing cooperation with non-CSTO member states and international organizations.

We declare our intention to continue the progressive development of the forces and assets of the collective security system with a view to maintaining their high level of combat readiness to accomplish assigned tasks and counter challenges and threats. We note with satisfaction the effectiveness of the annual scheduled joint exercises of the Organization's Troops (Collective Forces) conducted in the territories of the CSTO member states.

Recognizing the CSTO's responsibility for ensuring security in its area of responsibility, we note the need to further strengthen the legal foundations of the Organization's activities.

We attach great importance to further developing the CSTO Parliamentary Assembly and improving its activities.

We recognize the relevance of efforts aimed at promoting a positive image of the CSTO in the global information space, as well as countering the spread of unreliable information and the imposition of destructive attitudes from outside.

We highly appreciate the chairmanship of the Kyrgyz Republic in 2025, which contributed to the development of the collective security system in countering challenges and threats and strengthening the CSTO's capacity for cooperation with international and regional organizations.

We declare our firm intention to further improve the activities of the Organization, which collectively ensures the security, sovereignty and territorial integrity of its member states.
