Born on May 1, 1952 in the city of Tetri-Tskaro of the Georgian SSR. In 1974 he graduated from the Tbilisi Higher Military Artillery Command School named after 26 Baku commissars. Until 1982, he served in the Far Eastern Military District as a platoon commander to a separate artillery battalion commander.
In 1985 he graduated from the command department of the Kalinin Military Artillery Academy in Leningrad.
In 1985-1987, he was Chief of Staff of the Missile Forces and Artillery of the Guards Motorized Rifle Division in the Belarusian Military District.
In 1987-1989, he served as a member of the Limited contingent of Soviet troops in Afghanistan, from 1989 to 1992 - in the Belarusian Military District as a commander of an artillery brigade, and from 1992 - in the Armed Forces of Armenia. He commanded the motorized rifle brigades, army corps.
From 2000 to 2008 - Deputy Minister of Defense of the Republic of Armenia for armament. In 2008-2010 - Chief of the Joint Staff of the CSTO, in 2008-2016 - Chief of the General Staff of the Armed Forces of the Republic of Armenia, military rank colonel-general.
In October 2016, by the Decree of the President of the Republic of Armenia, he was transferred to the reserve.
From October 2016 to May 2017 - Secretary of the National Security Council of the Republic of Armenia. From May 2, 2017, by the decision of the Collective Security Council of the CSTO of April 14, 2017, he was appointed Secretary General of the Collective Security Treaty Organization for a period of three years.
