04.11.2018In the period from October 30 to November 2, 2018 in the Russian Federation a joint exercise "The Indestructible Brotherhood-2018" was held with the Peacekeeping Forces of the Collective Security Treaty Organization. The topic is “The preparation and conduct of a peacekeeping operation by the Collective Peacekeeping Forces of the CSTO in the Central Asian region in the territory of a non-CSTO member state under the Resolution of the UN Security Council”.
The exercise was conducted at the training ground of the Sverdlovsk Training Center of the Central Military District of the Armed Forces of the Russian Federation.
Military contingents from six CSTO member states (Republic of Armenia, Belarus, Republic of Kazakhstan, Kyrgyz Republic, Russian Federation and Republic of Tajikistan), as well as the operational group of the CSTO Joint Staff, police (police) forces and units of emergency ministries ( Civil Defense and Emergencies) of the CSTO member states.
At the first stage of the exercise, the peacekeeping operation was prepared by the Collective Peacekeeping Forces of the CSTO. During the second stage of the exercise, practical actions were taken to complete the tasks of the Collective Peacekeeping Forces of the CSTO units in the course of a peacekeeping operation.
During the “Indestructible Brotherhood-2018” maneuvers, the peacekeeping contingents of the CSTO member states worked to control the implementation of the cease-fire agreement and the actions of the population in the area of responsibility, the tasks to assist in the restoration of peaceful life in the territories affected by international terrorist attacks organizations, as well as transport control, suppression of unlawful importation and exportation of military equipment, weapons, ammunition and explosives. In cooperation with the police (police) personnel, the actions of the Collective Peacekeeping Forces of the CSTO units in fulfilling the tasks of countering mass riots were worked out.
The Chief of the Joint Staff of the Collective Security Treaty Organization, Colonel-General Anatoly Sidorov, summing up the final stage of the exercise, said: "I believe that the objectives of the exercise have been successfully achieved. The servicemen and all the personnel who took part in the exercises received good practice, showing high professionalism. The management bodies qualitatively planned the implementation of all the tasks and confidently managed during the maneuvers."
CSTO Deputy Secretary General Piotr Tsikhanouski added that international observers were present at the active phase of the maneuvers.
"I would like to note that representatives of all international organizations took part in this exercise, first of all, the military adviser to the UN secretary, Lieutenant General Carlos Loyth. I am grateful to him and the leadership of the United Nations Secretariat for such an interest in our teaching. We believe This exercise is another step towards embedding the peacekeeping potential of the CSTO in the UN activities, "said Piotr Tsikhanouski.
In turn, the United Nations (UN) delegation commended the peacekeeping operation conducted by the military personnel of the CSTO member states on the “Indestructible Brotherhood 2018” exercise in the Sverdlovsk Region. The Assistant Secretary-General for Military Affairs, Lieutenant-General Carlos Loyat, said:
"What I saw today is professional actions for the protection of civilians, demonstration of professionalism in peacekeeping operations. The CSTO has demonstrated its willingness to assist the UN Secretariat and participate in peacekeeping operations. We are very interested in supporting the CSTO, and I hope that we continue to develop this approach. "
He added that the exercise had correctly planned the organization of interaction between peacekeepers and the police and the EMERCOM.
