From 1 to 23 April 2024, the Military Academy of the General Staff of the Armed Forces of the Russian Federation hosted the regular IX Training Courses of the CSTO member states for senior staff and leading specialists of defense departments, law enforcement agencies, security council apparatuses, security agencies and special services, as well as bodies authorized to prevent and eliminate emergency situations.

On 22 April 2024, the CSTO Secretariat hosted a working meeting between the Deputy Secretary General of the Collective Security Treaty Organization, Samat Ordabaev, and the Special Representative of the UN Secretary General for Central Asia, Head of the UN Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA), Kakha Imnadze.


In Dushanbe, chief narcologists of the CSTO member states have discussed the situation related to non-medical drug use and the development of the drug situation

On April 16, this year, in Dushanbe, within the framework of the chairmanship of the Republic of Tajikistan in the Collective Security Treaty Organization, a Coordination Meeting of the chief narcologists of the CSTO member states was held.

The event, which was held face-to-face with the connection of some delegations via videoconferencing, was attended by the Deputy Minister of Health of the Republic of Tajikistan, representatives of the Security Council of the Republic of Tajikistan, the Drug Control Agency under the President of the Republic of Tajikistan, the CSTO Secretariat, the UN Office on Drugs and Crime, narcological services of the Organization’s member states.

The meeting was moderated by the chief external expert psychiatrist-narcologist of the Ministry of Health of Russia E.A. Brune and the chief narcologist of the Ministry of Health of the Republic of Tajikistan M.N. Malakhov.

In the course of the meeting, the chief narcologists of the CSTO member states discussed the situation related to non-medical drug use in the CSTO member states, as well as the development of the drug situation. The meeting participants discussed the problems of prevention, treatment and rehabilitation of drug takers, including those who abuse new types of psychoactive substances, coordination of interaction and organization of cooperation with law enforcement agencies in the field of drug control and with the UN Office on Drugs and Crime.

Sharing of best practices and methods in the field of preventing the use of psychoactive substances and the prevention of substance dependence disorders took place. Three main directions of organizing preventive activities were identified: with students in educational organizations, with employees of labor collectives and with patients of clinics of the general somatic network.

Issues of implementation of the Anti-Drug Strategy of the CSTO member states for 2021-2025 have been discussed. The results of the activities of the Coordination Council of the Heads of the Competent Authorities of the CSTO Member States on Counteracting the Illicit Drug Trafficking in previous years were taken into account.

Agreements were reached on the preparation of a collection of normative legal acts of the CSTO member states in the field of organizing drug treatment for the population.

The participants in the meeting of the chief narcologists of the CSTO member states visited the State Institution "National Center for Monitoring and Prevention of Drug Addiction", the State Institution "Republican Clinical Center for Addiction Meducine named after Professor M.G. Gulyamov" and the State Institution Republican Center for Medical and Social Rehabilitation "Tangai".

The coordination meeting of the chief narcologists of the CSTO member states was created by the decision of the Committee of Secretaries of the Organization's Security Councils in 2013.
